Abstract

This article poses some reflections concerning two complex and challenging problems for today’s Educational Systems: inclusion and universality of educational quality, conceived as equity in learning conditions while attending institutions and learning results when graduating. To begin with, there is a historical approach of this issue in Uruguay, reviewing the influence of teachers’ education and performance, structured in a disciplinary subjectivity while doing their work at high-complex educational institutions, with extreme vulnerable populations, who respond to a flowing and media subjectivity. It also shows some devises for inclusion implemented in Secondary School, and it concludes with some appraisals and suggestions regarding possible prospects of change.
