Abstract

This article aims to analyze the Peruvian Education System's response to ensure people's right to education in the framework of the emergency caused by COVID-19 and the consequences generated. Within the qualitative approach, qualitative document analysis (QDA) and thematic analysis were used as part of the analysis strategy. The sample included 16 official documents issued by the government on education policy during the pandemic. The results show that the educational system responded to the emergency with a set of policies and strategies of a reactive and provisional nature aimed at guaranteeing the continuity of the service, mainly through distance education. In addition, the government measures contemplated the pedagogical and curricular aspects for the emergency, as well as those of technological and teaching management; however, without a plan that considers the real connectivity conditions of the student population. The discussion of the findings shows that the State faced the challenge of the lack of equipment and connectivity of teachers and students, especially of vulnerable populations and rural areas, which added to the extension of the pandemic; this aggravated inequality in access to educational services, which violates the basic criterion of the right to education.
