Abstract: This paper analyzes the recent attempts to build a Senior Public Management cadre (SPM) in two left of center governments within highly institutionalized and stable democracies in Latin America: Chile and Uruguay. Both reforms were part of an ambitious Civil Service modernization plan, partly influenced by the New Public Management (NPM). In Latin America reforms inspired by NPM pushed for substantial changes through contractual agreements between public employees and politicians which involve a change of paradigm from a fiduciary and patronage tradition to a contractual one, focusing on management by results. In none of the studied cases the reforms lived up to their promise. However, the Chilean case had a higher level of advance towards a new public service bargain (PSB) due to the existence of a strong political consensus about the reform and the pre- existence of institutional management capacities, conditions absent in the Uruguayan case
