This article presents an analysis of the guidelines related to the governance of the university system and the universities’ governance that were promoted at the last World Higher Education Conference (WHEC) held in 2022 in Barcelona. We analyze one of the public documents prepared by experts on the subject, comparing it with another document of similar characteristics produced at the first World Conference in 1998. In addition, we identify the central ideas that were agreed as part of the guidelines agreed at each conference.
Presenting the prevailing trend in the internal government of universities since the end of the last century, characterized by the strengthening of executive authorities in the central countries and in the Latin American region, we indicate the proposals embodied in the document Governance of Higher Education prepared by experts on the subject. We notice that there is a criticism to the concentration of power in the executive authorities of different levels of the government of the universities that put in tension the institutional autonomy, now based on more political dimensions, and the pretense of democratization of collegiate bodies to guarantee the objective of expanding access to Higher Education.
