The following written work explores Foreign Policy Analysis in a larger investigative context where the disciplines of International Relations and Political Science merge. The central argument postulates that foreign policy at the beginning of the Uruguayan period of redemocratization was not an example of state policy but rather one of political consensus between the founding Colorado and Nacional political parties. In order to found said argument, the text draws on the 1985-2005 period during which one minority government and three coalition governments are represented by the founding political parties. Through the historical reconstruction of the actions of each government, each administration could be cataloged based on its foreign policy during their respective periods while also analyzing other systemic factors that impacted the historic evolution of the subject matter whilst at the same time taking a closer look at other domestic factors that make up and explain the dynamic of public policy.
